Yes, if items arrive at the Prep Center without a plan you would pay the Admin fee. This is 100% your responsiblity and has no bearing on the Prep Center.
In the future, when you have a question (this is simply a question), you can use the feed. This forum of for tech support to resolve issues. There is no tech support issue here. This is simply a case of having an item sent to the prep center prior to a form being submitted. It is not relevant to Internet Mastery whose fault it would be – as long as it’s not IM’s fault 🙂
